Qualification: A Bachelor's Degree in Arts, Science, Commerce or an equivalent degree from a recognized university is mandatory.

The HPSC (HCS) Examination is conducted in three stages:

  • Preliminary Exam - Screening Test
  • Main Written Exam - Descriptive Test
  • Personality Test / Interview - 75 Marks
HPSC HCS Preliminary Examination Details

HCS Prelims Exam Instructions & Guidelines

  • Objective: Conducted for shortlisting candidates for the Mains Exam. Marks will not be counted in the final merit list.
  • Question Type: Both papers will consist of Objective Type Multiple Choice Questions (MCQs).
  • Duration: 2 Hours for each paper.
  • Language: Question paper will be in Hindi and English.
  • Negative Marking: 0.25 (1/4) mark will be deducted for every incorrect answer.
  • 5-Option Format: Each question has 5 options (A, B, C, D, E). Filling option 'E' is mandatory if unattempted. Unattempted questions without 'E' marked will attract a 0.25 mark penalty. Candidates leaving more than 10% questions unattempted will be disqualified.
  • Shortlisting Ratio: Candidates 12 times the total number of vacancies will be selected for the Mains Exam.

HCS Mains Rules & Directives

  • Duration: 6 compulsory papers, each of 3 hours duration.
  • Medium of Exam: Answers must be written in Hindi or English entirely for a single paper.
  • Interview Eligibility: Minimum aggregate of 45% marks in total and 33% in Hindi and English papers individually is mandatory to qualify for the Interview stage.
HPSC HCS Personality Test (Interview) & Final Selection
  • Interview Weightage: 75 Marks.
  • Final Merit List: Prepared on the basis of total marks obtained in Mains (600 Marks) and Interview (75 Marks), totaling 675 Marks.
  • Tie-Breaking Rule: Higher marks in Mains written exam get priority. If still tied, older candidate gets preference.

  • Final Selection: Based on total score of Mains (600) + Interview (75) = 675 Marks.

  • No changes in service preferences allowed after submission.
