Shivraj Chouhan Launches DILRMP 3.0 with Rs 565 Cr Outlay
Why in the News?
Union Minister for Rural Development Shivraj Singh Chouhan launched the Operational Guidelines for Digital India Land Records Modernisation Programme (DILRMP) 3.0 at Krishi Bhawan to build an integrated GIS-based digital land records ecosystem.
Key Features / Major Points:
Budget and Timeline: Approved with a 100% centrally funded outlay of ₹565.50 crore for the 2026–2031 period to establish an integrated land infrastructure.
14-Digit Bhu-Aadhaar: Every land parcel will be assigned a 14-digit Unique Land Parcel Identification Number (ULPIN), known as Bhu-Aadhaar, to establish unambiguous ownership and curb fraud.
National Land Stack: State-level GIS-enabled Land Stacks will be integrated through APIs to build a federated National Land Stack for seamless data exchange.
Registration Seva Kendras (RSK): 75 high-footfall Sub-Registrar Offices (SROs) will be upgraded into modern RSKs modeled on Passport Seva Kendras.
Urban Land Records (NAKSHA): The NAKSHA pilot initiative will be accelerated to generate accurate GIS-based urban land records and issue Urban Property Cards (UrPro Cards).
